Tuffy is a character in Cat and Mouse. He is a gray mouse in diapers and speaks French. 

It first appeared in the Cat and Mouse short film "The Milky Waif" on May 8, 1946, and later in the Oscar-winning short film "The Little Orphan". 

Taifei is designed as a baby rat in diapers, gluttonous, active, and very clever, sometimes causing some trouble and acting cute all the time.
